The Beaufort County Board of Education on Feb. 17 authorized the superintendent to negotiate an easement agreement with Novant Health that would accommodate a freestanding emergency department, a primary-care clinic and related roadway, drainage and utility work on a district-adjacent parcel.
Board member Nave moved the measure, saying the authorization would allow the superintendent to finalize negotiations and return to the board with a proposed agreement. The motion, which specified inclusion of teacher-housing and educational partnerships, passed after discussion; the board recorded the vote as 8–1.
Board members pressed Novant and district staff on traffic impacts and how the development would separate school-related traffic from development traffic. Operations committee materials said Novant proposed a primary access with a right‑in/right‑out driveway and a secondary access connecting to a preplanned road stub and WK Austin Drive; the transportation director recommended a turn lane extending toward the school and a full traffic-impact analysis is under way.
Several board members sought concrete community benefits and written guarantees rather than verbal commitments. Board member Smith said he was concerned about the district’s negotiating posture and the value of any right-of-way the district might provide, asking, “How you got parents and mothers who are charging neighbors or kids saying give me something for the right away.” Other members said the motion was intended to give the superintendent authority to seek the best deal and return for board approval.
District staff noted Novant’s proposal included career-pathway elements—paid internships, mentorships, certified nursing assistant coursework and other work-based learning pathways—that the operations report said would “create a direct pipeline into nursing and allied health careers.” Novant representatives were present at the meeting to answer questions.
The board’s authorization is limited to negotiating terms; any final easement agreement will be returned to the full board for a formal vote. The superintendent and district staff indicated they will complete the traffic study and continue negotiations before presenting a draft agreement for approval.
