County approves $11,915 toward web-based jury management software after local system failures

The Board approved a one-time $11,915 contribution to move the county's jury selection and management software to a vendor-hosted, web-based system after repeated server and printing failures made the on-premises program unusable.
Stephanie Exarhos, district court administrator, told commissioners that the county's on-premises jury maintenance software failed after a vendor update; attempts to remedy the problem and upgrades to county servers did not restore full functionality. Exarhos said the vendor offered a web-based version and the full price quoted was $30,095.
Exarhos proposed using $11,915 from the county's earlier agreed share for an x-ray system (which she said could be covered by grants) as a down payment and said she would seek the remaining $15,000 in the 2027 budget process. "If you take action today, you'll shift that instead over to this," she said, describing the funding swap.
Commissioners voted to approve the $11,915 request to move to a hosted jury program and directed Exarhos to return during the 2027 budget process for the remaining cost. The administrator said the hosted system would free county IT from maintaining the server-hosted program and provide additional functionality for summoning, excusing and deferring jurors.
The motion passed by voice vote.
