Council sets Budney Road public hearing, waives broadband bids and approves routine resolutions

The Newington Town Council handled several procedural and action items at its Sept. 9 meeting.

Old business: The council unanimously approved a procurement waiver requested by the IT director to contract with Go Net Speed for a dark‑fiber loop and point‑to‑point topology for certain town facilities, concluding that a sealed‑bid process would produce the same result. The motion was made and seconded and passed without recorded opposition.

Property: The council set a public hearing for Tuesday, Oct. 14, 2025 at 6:30 p.m. in council chambers to consider discontinuing the paper street between 36 and 50 Budney Road and selling the approximately 0.27‑acre parcel to adjacent property owners. Staff explained additional procedural steps (a workshop and subsequent vote if the council chooses to proceed).

Finance and minutes: The council approved property tax refunds certified by the revenue collector totaling $12,253.23. Members also approved previous meeting minutes (Aug. 26, 2025) after accepting two clarifying amendments recorded on the record.

Executive sessions and adjournment: The council went into and returned from an executive session earlier in the evening to discuss public safety strategy and a potential real‑estate acquisition; later it went into executive session to conduct the town manager’s annual performance evaluation. The special meeting adjourned at 7:22 p.m.; the regular meeting adjourned after the second executive session at approximately 9:27 p.m.

No formal votes were recorded on non‑lapsing fund policy or Open Choice reimbursements; those items were discussed with BOE representatives and town staff and will proceed with follow‑up reporting.
