Newington honors Town Clerk James Propinsky as state Town Clerk of the Year

The Newington Town Council on Oct. 14 presented a proclamation honoring Town Clerk James Propinsky after the Connecticut Town Clerks Association named him its 2025 Town Clerk of the Year.

The proclamation, read by the mayor, cited Propinsky’s service since August 2016, his prior work as a deputy clerk in South Windsor and assistant clerk in Vernon, his implementation of digitized access to archival agendas and minutes, and his work to import land records and vital records into online portals. The document also noted Propinsky’s role as acting town manager from December 2022 through July 2023 and his office’s customer service record.

Multiple council members offered personal remarks about Propinsky’s institutional knowledge, patience with council procedure, and the accessibility of town records under his stewardship. "You're the face of the town," one councilor said, praising his ability to help residents and staff alike.

Propinsky spoke briefly, thanking the council and crediting his staff for enabling the office’s achievements. Several residents and business owners—Rose Lions, Mie Kenny, Dana Havens and others—also rose during the public comment portion to describe his kindness and helpfulness to community members.

The council adopted the proclamation by unanimous vote. The mayor invited members of the public to add remarks and the chamber heard positive testimonials about Propinsky’s service and approachability.

The proclamation will be entered into the town record and Propinsky will continue in his duties as town clerk.
