Council approves facility naming, rejects alternate label in debate; motion passes 6–3

The Newington Town Council voted to approve a facilities-naming resolution that includes two elements: dedicating the portion of Robins Avenue between Route 173 and Route 176 in memory of fire commissioner Francis Rip Callahan, and affixing the town seal to the 28 Garfield Street building.

Deputy Mayor Marada moved the resolution; Councilor Gonzalez seconded. During discussion a councilor objected to the second element (attaching only a seal rather than adopting a formal building name such as “Town Hall Annex”), calling the approach insufficient; others said the seal could be supplemented later and that naming policy requires committee review. The council debated whether the building should be formally labeled “Town Hall Annex” and raised concerns about consistent naming criteria and a moratorium the facilities naming subcommittee had placed on new requests.

After roll-call votes the motion carried six to three. Councilors recorded their positions during the roll call and the mayor announced the motion carried 6–3. The resolution as adopted includes the roadway dedication and the seal placement; the naming committee and staff will continue to refine naming policy and consider future requests, including separate requests for naming interior spaces or establishing a “wall of honor.”

Next steps: the council concluded the old-business item and staff will implement the adopted resolution and proceed with administrative requirements for signage and any ceremonies. The facilities naming subcommittee will continue its policy review for future naming requests.
