The Newington Town Council on June 24 authorized Town Manager Jonathan Ul (name appears in the resolution) to submit the Garfield Street sidewalk and infrastructure proposal to the Town Plan & Zoning Commission for review under Connecticut General Statutes §8-24.
Councilor Paige moved to waive the rules to allow action tonight; Councilor Gonzalez seconded the motion. The mayor opened public participation for the agenda item but no members of the public spoke. The council then voted to direct the town manager to transmit the proposal to TPZ; the motion carried unanimously.
Council discussion acknowledged an outstanding wetlands/parking-lot issue raised by the conservation commission concerning a bus parking lot that abuts wetland areas; several councilors and staff said they would follow up with planning and conservation staff so TPZ had the necessary information. Councilor Draco asked staff to circle back to confirm conservation commission concerns are resolved before TPZ acts. The resolution directs the town manager to submit the proposal and obtain the TPZ report required under §8-24.
Outcome: 8-24 referral authorized and transmitted to the Town Plan & Zoning Commission; wetlands/parking-lot questions remain pending before TPZ and the conservation commission.
