Chair Castro described staff reports of incidents on the plaza — including a recent event when motorcycles drove onto the plaza and staff were met with hostility — and said the resolution aims to prevent injuries. "If we could prevent the injury or death of just one person because we are a tiny bit inconvenienced... I think that is a fair analysis," Chair Castro said.
Members acknowledged the balance between safety and cultural/heritage concerns. Public commenters, including lifelong residents, urged the council not to lock the plaza away from locals and cultural traditions; one resident said closures erode heritage and hurt local music traditions. Councilors agreed to retain exemptions for city cultural events, holiday lighting and designated cruise nights.
The committee approved the resolution on a roll call vote; the clerk recorded five "yes" votes and the motion passed.
