The Farmville Town Council voted on June 29 to proceed with phase 2 of the town's new fire station provided final design and construction costs remain within the funds the town has identified.
Town Manager Oaks described the proposed phase 2 scope: shelling the front portion of the building (foundations, structural steel, exterior frame, roof, brick veneer, exterior doors, storefront windows and awnings) and finishing highlighted interior areas to provide a large meeting room, restrooms with a shower and an office. Staff estimated a phase 2 shell at roughly $1,450,000 and an additional upfit for the highlighted area at about $100,000. The packet showed a funding path that uses a $1 million grant from Congressman Murphy’s office, a referenced $3.75 million allocation from Senator Tillis (as noted in staff materials), approximately $300,000 from the fire department’s truck reserve, and existing bank loan resources.
The council authorized Town Manager Oaks to approve design and construction contracts so long as the total did not exceed the available funds. During discussion, Commissioner Evans recused himself from the vote because of a disclosed relationship with the contractor. With the recusal noted, the motion passed.
Town staff said final design-cost figures from the architect (Davis Kane) were expected imminently and that if design costs pushed the project over available funds, they would not proceed without further board action.
Next steps: staff to receive final design costs, confirm total funding availability, and, if within budget, finalize contract documents and proceed with the phase 2 build-out authorized by the council.
