The ordinance restricts short-term rentals to principal residences of owners or long-term lessees and sets out permitting and inspection requirements. Council and staff said enforcement for some violations would proceed through municipal court, while other determinations (for example, uninhabitable or safety-related findings) could involve the code-enforcement process described in Ordinance 21-2026.
Speakers noted that the code-enforcement office has increased court filings this year, with court cases and penalties up from last year; staff said enforcement activity has risen substantially and the new rules seek to better regulate transient lodging and protect renters.
The ordinance passed on roll-call vote following public comment.
