The Spencer City Council voted on March 26 to approve second and final reading of Ordinance 2026-1 to rezone a parcel beside The Soap Box at 117 Faye St. from C-2 to R-1. The property is owned by Jeremiah Martin, who is still working with WCUD on utilities.
The request had been recommended by the planning commission on Feb. 12, 2026. Alderman Jill Bouldin asked whether the parcel could be returned to commercial zoning if utilities could not be secured; Mayor Farmer said the council could consider another rezone request in that case. Alderman David Chandler moved to approve the ordinance; Alderman Jody Hensley seconded the motion.
Roll call recorded the following: Hensley: Yes; Nance: Absent; Campbell: Absent; Chandler: Yes; Bouldin: Yes. The motion passed. The council did not record any public comment on the item during the hearing.
The owner remains engaged with the local utility provider on service availability; the council’s action changes the parcel’s zoning designation but implementation and any building or service connections remain contingent on utilities being secured.
