Spencer council adopts $451,000 capital outlay note in Budget Amendment #4

The City of Spencer council on Jan. 29 approved Ordinance 2025-11, Budget Amendment #4, authorizing a capital outlay note in the principal amount of $451,000 with $17,453.90 due in interest. Mayor Farmer opened the public hearing on the amendment and closed it after no one from the public offered comment.
The second and final reading passed on a voice roll call after Vice Mayor Drew Campbell moved approval and Alderman Darrell Nance seconded. Roll call votes were: Hensley Yes, Nance Yes, Campbell Yes, Chandler Yes; Alderman Bouldin was absent.
Why it matters: The capital outlay note provides up-front financing for city projects and will require planned debt service in future budgets. Council members did not debate alternatives during the meeting and no public objections were recorded.
Other business: The council approved Resolution 2026-1 to declare old playground equipment surplus after Mayor Farmer said the equipment “was not salvageable” and reported new equipment installation is scheduled to begin Feb. 9. Vice Mayor Campbell moved the surplus resolution and Alderman Chandler seconded; the vote was unanimous among those present.
Council members also approved a $3,999-per-year tourism advertising arrangement with Style Blueprint to be paid from ARPA funds, contingent on review by City Attorney Ed Boring. Alderman Darrell Nance moved the contract approval pending the attorney’s review; Alderman David Chandler seconded, and the motion passed.
The meeting concluded after a JCH Safe Routes to School update and a motion to adjourn. The council tabbed a separate personnel matter — the mayor’s salary — for further consideration at the next meeting.
