Spencer council approves two budget amendments and rezoning in unanimous votes of members present

The Spencer City Council approved three ordinances on second and final reading at its Nov. 20 meeting, moving forward two budget amendments to fund park improvements and a zoning change for property on Woodlee Street.
The council adopted Ordinance 2025-8 to add Tennessee Department of Health City Park Grant funds to the city budget. The grant totals $80,000 with a required local match of $20,000, producing a $100,000 project to upgrade playground equipment. Alderman David Chandler moved to approve the budget amendment; Alderman Darrell Nance seconded. Roll-call votes recorded Nance, Chandler and Alderman Jill Bouldin as voting yes; Aldermen Hensley and Campbell were absent. The motion passed.
The council also approved Ordinance 2025-9 to add Tourism Enhancement Grant funds of $26,433.75 with a $1,391.25 local match (total $27,825) to fund lighting and construction of a rustic stage at the city park. Alderman Nance moved the budget amendment; Alderman Bouldin seconded. The same three members present voted yes and the ordinance passed.
Finally, the council approved Ordinance 2025-10 to rezone a portion of 298 Woodlee Street from R-1 (low-density residential) to A-1 (agricultural). The change applies to the farm portion of the parcel, described in the meeting as roughly 25 acres. Alderman Bouldin moved to approve the rezoning, seconded by Alderman Chandler; the three members present voted in favor and the ordinance passed.
Each of the three measures was opened for public hearing and closed without public comment, and each received a roll-call vote of approval by the three aldermen present. The minutes show Hensley and Campbell absent for these items.
