Spencer council approves tourism grant budget amendment, rezoning and street vacation; accepts alderman’s resignation

On the rezoning request (Ordinance 2025-5), the council considered changing 319 Feed Store Rd from R-1 (low-density residential) to C-2 (general business) to allow a beauty shop. The Planning Commission had approved the rezoning on Aug. 14, 2025. Vice Mayor Drew Campbell moved to approve the rezoning and Alderman Darrell Nance seconded; the same four present aldermen voted yes, Blankenship was recorded absent, and the motion passed.
The council then took up Ordinance 2025-6 to vacate a portion of Clendenon Ave lying between 407 Church St. and 409 Church St., a measure that had also been approved by the planning committee on Aug. 14. Alderman Jody Hensley moved for approval and Alderman David Chandler seconded; all present voted in favor and the vacation was approved.
Separately, the council accepted a letter of resignation from Alderman Blankenship under Resolution 2025-1. Alderman David Chandler moved to accept the resignation; Alderman Jody Hensley seconded. Roll call recorded the same pattern of votes (Hensley, Nance, Campbell and Chandler yes; Blankenship absent) and the resignation was accepted.
Each of the ordinance items was recorded as a first reading on the agenda but was advanced by motion and vote during the Aug. 28 meeting. The council recessed into an executive session with City Attorney Ed Boring later in the meeting; after returning to open session the council adjourned.
The actions add a small tourism grant and associated match to the FY2025-26 budget, change the zoning designation of 319 Feed Store Rd to allow a commercial use, and remove a short segment of Clendenon Ave from the city street list. The council did not specify implementation dates or further procedural steps for these items beyond their passage at the meeting.
