Safe Routes change order approved; mayor previews branding, events and awarded playground grant

The Spencer City Council approved a small change order on the Safe Routes to School project and heard several informational updates from the mayor at the July 31 meeting.
Zeda Hillis, representing contractor James C. Hailey, presented Safe Routes to School change order #3, explaining that a gas line needed to be lowered and water and sewer lines relocated; the change order increases the final contract amount by $973. Alderman David Chandler moved to approve the change order; Alderman Jerry Blankenship seconded. A roll call recorded Alderman Hensley absent and the remaining members voting yes, and the motion passed.
Council heard status updates that utility-funded ARP projects remain on track and that Vantage Consulting is preparing environmental letters required for Community Development Block Grant (CDBG) work. These items were presented for information and no motions were recorded.
Mayor Farmer presented the Destination Branding and Downtown Revitalization plans and invited council and the public to several upcoming events: the schools' back-to-school giveaway on Aug. 7, a city-sponsored blood drive on Aug. 12, and a Faith Leaders Breakfast on Aug. 15. Mayor Farmer also reported that the city was approved for a playground grant of $80,000 requiring a $20,000 local match and said the contract should be received soon.
The council approved the change order and adjourned after the mayor's report.
