Spencer council approves three ordinances including budget amendment to add tourism marketing grant

The Spencer City Council on Sept. 25 approved three ordinances on second and final reading, including a budget amendment to add a tourism marketing grant to the FY2025–2026 budget.

Council members voted unanimously to accept a $6,300 tourism marketing grant with a required local match of $1,890, creating an $8,190 project to be used for tourism marketing in the coming fiscal year. Alderman David Chandler moved to approve the amendment; Alderman Darrell Nance seconded and the roll call vote recorded affirmative votes from Aldermen Jody Hensley, Darrell Nance, Vice Mayor Drew Campbell and Alderman David Chandler.

The council also approved rezoning 319 Feed Store Rd from R-1 to C-2 to allow the property owner to open a beauty shop. The Planning Commission had recommended approval on Aug. 14, 2025. Vice Mayor Drew Campbell moved to approve the ordinance; Alderman Nance seconded and the motion passed by roll call.

Finally, the council approved removing a portion of Clendenon Ave (the segment between 407 and 409 Church St) from the city street list. Certified letters were sent to nearby property owners; the council was told the segment has not functioned as a city street for roughly 100 years and that the abandoned portion will be split between adjacent property owners. The ordinance passed on a unanimous roll call vote.

Each ordinance was adopted without public comment during the scheduled second and final reading public hearings.

The council adjourned following remaining agenda items.
