Spencer council approves opioid settlement, tourism grant applications and reappoints city recorder

Spencer’s City Council adopted several resolutions and personnel actions during its July 31, 2025 regular meeting, including joining the State of Tennessee’s opioid abatement settlement, approving two tourism grant applications, and reappointing the city recorder.
Vice Mayor Drew Campbell moved to adopt Resolution 2025-8 to join the State of Tennessee and other local governments in amending the Tennessee subdivision opioid abatement agreement and settlement; Alderman Jerry Blankenship seconded the motion, and the council voted in favor. No opposing votes or abstentions were recorded.
The council then voted to apply for a Tourism Enhancement Grant (Resolution 2025-9). Mayor Farmer told the council the enhancement grant would provide $100,000 with a required $5,000 local match and would fund construction of an outdoor stage and lighting at the city park. Alderman Jerry Blankenship moved to approve applying and committing the local match; Vice Mayor Drew Campbell seconded and the motion carried unanimously.
Council members also approved Resolution 2025-10 to apply for a Tourism Marketing Grant of up to $28,000 with a $12,000 local match. The grant would cover items such as an advertisement in the Vacation Guide, wayfinding signs and trifold flyers. Alderman David Chandler moved for approval, Alderman Darrell Nance seconded; a roll call recorded Alderman Hensley as absent and the remaining members voting yes, and the motion passed.
Mayor Farmer asked the council to reappoint City Recorder Crystal Crain to a four-year term ending July 2029. Alderman Darrell Nance moved to reappoint Crain, Alderman Jerry Blankenship seconded, and the council approved the reappointment unanimously.
The meeting record shows these actions were handled as formal motions with seconding and recorded votes. No motions failed or were tabled. The council adjourned after Mayor Farmer reviewed additional informational items.
