Spencer council adopts FY2025-26 budget, approves amendment funding officer retention grant

Mayor Farmer opened the second and final public hearing on Ordinance 2025-3 and closed it after no public comment. Alderman David Chandler moved to approve the ordinance; Alderman Jody Hensley seconded. Roll call recorded three yes votes (Hensley, Nance and Chandler) with Vice Mayor Campbell and Alderman Blankenship absent, and the ordinance passed.
The budget covers the city—unds including the general, street and drug funds, the council said. Immediately following, the council held the public hearing and second reading on Budget Amendment #6, described at the meeting as an increase to general line items to provide a retention grant for Officer Hickman. Alderman Darrell Nance moved to approve the amendment and Alderman Hensley seconded; the same roll-call pattern produced approval.
The council also approved a motion to correct figures in the Dec. 19, 2024 minutes for the Safe Routes to School sidewalk grant. The corrected city match is $62,478 (previously recorded as $62,489) and the school board—ontribution is $31,239 (previously recorded as $31,244.50). Alderman Jody Hensley moved to adopt the corrected amounts; the motion passed on roll call.
Earlier in the meeting the council approved the previous regular meeting minutes after a motion from Alderman Hensley and a second from Alderman Chandler. The session concluded with a motion to adjourn by Alderman Chandler, seconded by Alderman Hensley, which carried.
