Council approves consent calendar, OKs lease-financing for 9175 E. Chino Ave. and advances two hotel-related initiatives

The Ontario City Council on Nov. 12 approved routine items and moved several staff proposals forward.

Consent calendar: After public comment and a motion recorded by meeting staff as "by Prada, second by Bowman," the council approved the consent calendar unanimously (5–0). The consent calendar included updated materials for items 3 and 21; public commenters had called for those items to be pulled for additional public review.

Lease financing for 9175 East Chino Avenue: Staff presented a lease-financing plan for purchase of property at 9175 East Chino Avenue. The council opened and closed the public hearing with no public comment, a member moved the item (recorded as moved by Bowman) and it was seconded (recorded as second by Perrotta). The council voted 5–0 to approve the item.

Initiative petitions: Staff reported qualification of two initiative petitions: one proposing voter approval for development of major hotels and another proposing an ordinance on hotel-worker protections and minimum wages. The council moved and voted (recorded as moved by Bowman, second by Macias) to refer the matter to staff for processing.

Why it matters: The lease-financing approval advances a property transaction for the city and the qualified initiatives could trigger future voter consideration or city implementation if they meet statutory requirements. Public commenters asked for greater transparency on related land-use and funding agreements.

Next steps: Staff will proceed with administrative steps related to the lease financing and follow routine processing requirements for the qualified initiatives; council members requested staff availability for follow-up on public concerns.
