Demorest council approves four home-rule charter amendments after public hearing

The Demorest City Council unanimously approved four second-reading home-rule charter amendments at its Jan. 6 regular session, updating procedures for the sale or lease of city property, ordinance introduction and adoption, mayoral powers and contracting procedures.
City Attorney Thomas Mitchell opened the public hearing and read the text of the proposed home-rule amendments, which were placed on file in the city clerk’s office and the clerk of the superior court for public inspection. No members of the public addressed the council during the hearing.
Each amendment was moved and seconded separately and passed on a 4-0 vote. Council actions included approval of an amendment to Section 1.14 (powers relating to sale or lease of property), Section 2.22 (ordinance form and procedures), Section 2.29 (mayor powers, including provisions for a mayor pro tem and a councilmember authorized to sign checks), and Section 6.25 (contracting procedures).
The changes were presented as home-rule ordinances and will take effect according to the terms set in each ordinance. The council did not record substantive public comment on the amendments during the hearing. The council proceeded to other business following the ordinance approvals.
