Council approves emergency operations plan, accepts DDA resignation and signs routine contracts

At its Dec. 2 regular session the Demorest City Council approved the Local Emergency Operations Plan and an accompanying resolution, accepted a resignation from the Downtown Development Authority, approved routine contracts and declared an older city truck surplus.
Councilman Jimmy Davis moved to accept the Local Emergency Operations Plan and resolution after work-session discussion; Councilman Andrew Ferguson seconded and the motion passed unanimously (4-0). Mayor Harkness announced the resignation of DDA member Jamie Allred and the council voted to accept the resignation by motion of Councilman Donnie Bennett, seconded by Councilman Jimmy Davis (4-0).
City Manager Mark Musselwhite reported a 2008 Ford SRW Super Duty (VIN#3783) has mechanical problems but still starts; Mike Jones estimated an average sale price of about $2,925. The council declared the truck surplus with a minimum bid of $1,000 and authorized auction or listing on GovDeals; the motion (moved by Councilman Jimmy Davis, seconded by Councilman Shawn Allen) was approved unanimously.
Council also approved the annual probation services contract with Alto, stating there were monetary changes; Councilman Donnie Bennett moved to accept the contract and Councilman Jimmy Davis seconded. An item on 2026 water rates was tabled for further review on a motion by Councilman Shawn Allen, seconded by Councilman Jimmy Davis. Mayor Harkness closed the meeting with an announcement of a community Christmas tree lighting on Thursday at 6:30 p.m. and the council adjourned at 7:54 p.m.
These items were largely routine administrative actions that the council approved unanimously during the meeting.
