Board approves $1.16 million LOTSIP grant for Scotland Avenue improvements

The Board of Finance on April 9 voted to accept a Local Traffic Transportation Capital Improvement Program (LOTSIP) grant of $1,160,400 for Scotland Avenue roadway improvements and authorized the first selectman to sign contracts associated with the award as approved by the Board of Selectmen on April 7, 2026. The motion carried.
Stacy, speaking for staff, said the project has been supported in the capital improvement program for years and that estimates have changed since initial planning. "Originally, we had thought the project was about 2.5 million and our match was going to be about 1.2 million, but now that we received this LOTSIP grant, the match will now be down to 250 thousand. The total project cost is about 2.6," Stacy said. She added the town also has an $800,000 connectivity grant and $375,000 in previously approved CIP funds available toward the project, leaving a potential additional local match on the order of $250,000, with final numbers to be confirmed.
Board members thanked staff and credited staff effort in securing the grant. The authorization directs the first selectman to execute contracts and documents associated with the award; the transcript records that the Board of Selectmen approved the award on April 7, 2026. Stacy said the board will return for final approvals if additional town funding is needed once the numbers are finalized.
The action advances a multi-million-dollar roadway project while reducing the town's immediate matching obligation; the board said it will monitor final bids and bring any required supplemental funding requests back for vote.
