Surgoinsville board unanimously approves two ordinances, authorizes vehicle repairs and bid for brush truck

On Dec. 8, 2025, the Surgoinsville Board of Mayor and Aldermen met at Surgoinsville City Hall and unanimously approved two ordinances, authorized payment for vehicle repairs, and authorized staff to bid on a brush truck.
The Board approved Ordinance 191‑2025, described at the meeting as "an ordinance to establish charges for emergency services responding to an incident involving hazardous materials." Alderman Hoss moved for approval and Alderman Collier seconded; a roll call vote was taken and the motion passed unanimously.
The Board also approved Ordinance 192‑2025, an amendment to the town's sewer extension policy. Alderman Bishop moved to adopt the ordinance; Alderman Hoss seconded and the vote was unanimous.
Financial and operational items included authorization to pay Baker Otto Repair $9,246.98 for repairs to a 2018 Dodge 3500 (account 110‑43190‑332). The minutes note that the final bill exceeded the original quote by $546.98. Alderman Bishop moved to approve the payment, Alderman Collier seconded, and the Board voted unanimously.
Police Chief Hammonds informed the Board about a 2015 Freightliner brush truck listed on govdeals in Manchester, Tenn. The Board authorized Chief Hammonds to enter a bid on the truck up to $20,000 and approved the corresponding budget amendment. Alderman Bishop moved the authorization; Alderman Hoss seconded, and the motion passed on a unanimous roll call.
Earlier in the meeting the Board approved the Nov. 10, 2025 meeting minutes and accepted department reports for November 2025, including the police, fire, maintenance and sewer reports; both approvals were moved by Alderman Bishop and seconded by Alderman Hoss and passed unanimously.
The meeting, which had media representatives and several members of the public in attendance, was dismissed at 6:40 p.m. and the minutes were attested by City Recorder Megan Gentry and signed by Mayor Movell Mah Merrell Graham.
