Surgoinsville board approves routine purchases, donations and joins America 250 program

The Surgoinsville Board of Mayor and Aldermen met Nov. 10, 2025, at Surgoinsville City Hall and unanimously approved a package of routine municipal actions, including equipment purchases, donations and a resolution to participate in the Tennessee America 250 celebration.
Mayor Graham opened the meeting and Vice‑Mayor Jarnagin led the pledge. On a motion by Vice‑Mayor Jarnagin, seconded by Alderman Hoss, the board approved the Oct. 13 and Oct. 21 BMA minutes and the Oct. 21 public hearing minutes.
The board then accepted several department reports and a financial summary for October 2025 provided by City Recorder Megan Gentry. Visitors recorded in the minutes included Sarah Monoson of The Kingsport Times News and John Cate of The Rogersville Review.
Votes and approvals at the meeting included:
- Emergency purchase of four tires for the 2023 Tahoe from Bargain Barn & Tire Shop for $737.40 (mover: Vice‑Mayor Jarnagin; second: Alderman Collier). The motion passed unanimously by roll call.
- Acceptance of a $500 donation from Grace Missionary Baptist Church for Riverfront Park playground equipment (mover: Vice‑Mayor Jarnagin; second: Alderman Hoss). Approved unanimously.

Alderman Collier also requested the board’s permission to speak with Mickey Ellis regarding the town’s FY2025 audit; members raised no objections and agreed to proceed. The meeting was dismissed at 6:20 p.m.
