Surgoinsville board unanimously approves rezoning, building-code update, fees, inspector contract and equipment payments

The Town of Surgoinsville Board of Mayor and Aldermen unanimously approved multiple items in a special meeting Tuesday, Oct. 21, 2025, including the second and final readings of two ordinances, a resolution setting building-permit fees, a contract for building inspections, and payments for vehicle repairs and tires.
Vice-Mayor Jarnagin moved and Alderman Hoss seconded approval of Ordinance 189-2025, a rezoning measure; the motion passed by unanimous roll-call vote. The board then amended Ordinance 190-2025, which updates the town's building and property maintenance codes, to include adoption of the 2018 Energy Code. Vice-Mayor Jarnagin moved the amendment (seconded by Alderman Collier) and later moved approval of the ordinance's second and final reading (seconded by Alderman Hoss); both votes were unanimous.
The board also approved Resolution 165-2025, establishing fees for building permits and related inspections. Alderman Hoss moved the resolution and Alderman Collier seconded; the resolution passed by unanimous roll-call vote.
A contract with inspector Bill Rupert of Integrity Inspections was approved after Alderman Collier requested that the contract include a clause requiring Mr. Rupert to coordinate with the State to ensure no currently open permits remain unfinished; Alderman Sandidge seconded the motion and it passed unanimously.
The board authorized payment to Almen Enterprise for towing and repairs to a garbage truck in the amount of $2,606.40 (motion by Alderman Hoss; second by Alderman Collier), and authorized Brandon Depew to purchase four rear garbage truck tires from Colony Tire for $998 charged to account 110-43200-332 (motion by Vice-Mayor Jarnagin; second by Alderman Sandidge). Both motions passed unanimously.
Attorney Joe May told the board that the Tennessee Department of Transportation requested a response signed by the mayor within 15 days from Oct. 1 concerning replacement of the SR-346 bridge. Mayor Merrell Graham announced his intention to cooperate with TDOT; the board did not take formal action on the matter during the meeting.

The special meeting was dismissed at 5:54 p.m. The board also recorded a clerical correction to resolution numbering (two items had been labeled 161, corrected to 162, 163 and 164). Mayor Merrell Graham signed the minutes dated Oct. 21, 2025; Megan Gentry is recorded as the town recorder.
