Surgoinsville board approves grant applications, advances building-maintenance ordinance and authorizes vehicle and sewer repairs

On Oct. 13, 2025 the Surgoinsville Board approved TDOT transportation and property conservation grant applications, advanced a building- and property-maintenance ordinance on first reading, adopted the 2026 holiday schedule, and authorized several vehicle and sewer equipment repairs and purchases.
The Surgoinsville Board of Mayor and Aldermen on Oct. 13 approved a package of routine and project-related measures, including applications for two grant programs and authorizations for vehicle and sewer repairs.
The board adopted Resolution 162-2025 authorizing the town to execute and file an application for a Tennessee Department of Transportation Transportation Planning Grant, and Resolution 163-2025 to participate in the Property Conservation Matching Grant Program. Both resolutions were moved and seconded and passed by unanimous roll-call vote.
The board also approved the first reading of Ordinance 190-2025, which addresses building and property maintenance codes; Vice-Mayor Jarnagin seconded the motion to advance the ordinance. A separate measure, Ordinance 191-2025 on building permit fees, received no action and was scheduled to return as a resolution at the next meeting.
Megan Gentry, the city recorder, presented the town's September financial summary. Department reports for police, fire and maintenance for September were read into the record and approved unanimously.
On equipment and fleet matters, the board authorized Police Chief Hammonds to spend up to $5,000 on repairs to a 2018 Chevy Tahoe at Singleton's Collision and approved a corresponding budget amendment (110-42100-332). The board selected Baker Otto Repair to perform $8,700 in repairs to a 2018 Dodge 3500 and authorized the related budget amendment (110-43190-332). The board also authorized Bobby Hickman to purchase a 3/4-horsepower sewer pump at $750 (account 412-52200-391).
The board approved the town's 2026 holiday schedule by unanimous vote.
All motions and approvals during the business portion of the meeting passed on unanimous votes as recorded in the minutes. The board convened and adjourned at 6:31 p.m.
Next steps: Ordinance 190-2025 will return for subsequent readings as required; Ordinance 191-2025 will be reconsidered as a resolution at the next meeting.
