Surgoinsville board adopts two ordinances, approves grants and routine purchases

The Surgoinsville Board of Mayor and Aldermen met Aug. 11, 2025, and unanimously adopted two ordinances, authorized multiple grant applications and equipment purchases, and accepted actions related to the town’s sewer project.
Vice‑Mayor Jarnagin moved to approve Ordinance No. 188‑2025 (amending Title 3, Chapter 2, Section 3‑202 to establish reasonable court costs) on second and final reading; an alderman seconded and the roll‑call vote was unanimous. The board also approved Ordinance No. 189‑2025 on second reading to rezone certain property after a motion by Vice‑Mayor Jarnagin and a second from Alderman Bishop.
The board authorized Recorder Megan Gentry and Teresa Greer to apply for a Community Support grant (maximum $25,000) to support an America 250 celebration as part of the Dr. Lyons & Riverfront Festival in 2026. Fire Chief Shane Suthers and Assistant Chief Steele were authorized to apply for the FY2025 Assistance to Firefighters Grant. The board approved purchasing a firefighting nozzle for $1,050 (account 110‑42200‑332).
Officials declared a 1997 Ford F150 in the fire department surplus and authorized Police Chief Hammonds to list it on GovDeals. The board opened and awarded a single bid of $600 from Jan Ward for a 1994 Ford 350 XL (no title, parts truck). Mayor Graham was authorized to purchase fireworks for the Riverfront Festival at a cost of $5,000 (account 110‑4400‑325).
Recorder Megan Gentry provided the July summary financial statement for all funds and the board approved July departmental reports. The board acknowledged a revised letter from the Comptroller’s Office approving FY2026 budget oversight for the sewer system and noted that the State of Tennessee Department of Environment and Conservation, Division of Water Resources has approved the Town’s Sewer Forcemain Extension Project; bids for that project are being accepted through Aug. 18 at 2 p.m.
