Lucy Stewart, representing Crossroads, and CEO Jeffrey Iverson described the facility as part of a continuum of care that includes medical detox, residential treatment and transitional residences where residents receive counseling and assistance finding permanent housing and employment. Stewart said the property (built in 1954) had extensive deferred maintenance that the new owner has addressed through repairs and upgrades since purchase earlier this year.
Iverson described the proposed classification as a residents-hotel to permit extended stays of 30 to 90 days while clients complete outpatient services and case management. Commissioners who toured the site reported improved conditions and supported the proposal as a route to stabilize vulnerable residents and reduce neighborhood disorder that had occurred at the location under prior ownership. Commissioner Taylor emphasized the project's rehabilitative mission and said the remodeled site has improved neighborhood conditions. The motion to approve carried; the decision is final unless appealed to the city clerk in 10 days.
