Planning commission denies proposed convenience store with fuel on North Decatur Boulevard

The Planning Commission voted to deny a proposal to convert a former motor-vehicle sales site at 2167 North Decatur Boulevard into a convenience store with four fuel pumps, a planned ice-cream/food outlet and two EV chargers.

Nicole Edetos, a planner for the city, told commissioners that staff recommended denial because the site lacked sufficient on-site parking and failed to provide required perimeter landscaping; the staff report noted that the missing landscape would exacerbate the urban-heat-island effect. Applicant Tony Gillerson described modifications made since a prior hearing, emphasized the inclusion of a shade canopy over the pumps and said he had engaged the local council office, but acknowledged the property would supply only six trees where code required 25. Commissioners raised safety and circulation concerns about two one-way 12-foot driveways and the potential for fueling delivery trucks to block circulation through the site.

Commissioner Walters moved to deny items 13A and 13B; commissioners expressed particular concern about the lack of required trees in a high-heat area and the constrained egress for tanker deliveries. The motion to deny carried. The denial will be forwarded to City Council for review on July 15.
