Planning commission approves heat-mitigation amendment to Las Vegas 2050 master plan

The Las Vegas Planning Commission voted to approve a general-plan amendment to add a supplemental heat-mitigation plan to the conservation element of the 2050 master plan, a move staff said is needed to meet requirements from Assembly Bill 96 of the 2025 legislative session.
Marco Vada of the Department of Community Development told commissioners the amendment packages guidance on urban canopy, cooling spaces and building practices intended to reduce the urban-heat-island effect and improve public health. "Heat is considered to be one of the deadliest natural disasters," Vada said, describing heat-related emergency-room visits and mortality in the region and citing research partner projections that the area can expect more high-heat days in coming years.
Vada recommended coordinated local and regional actions including expanded cooling centers, publicly accessible drinking water, an interactive map of cooling resources, targeted urban-forestry plantings, and cool-building practices such as insulation and energy-efficiency retrofits. Commissioners asked about shade-canopy differentials and regional coordination on landscaping standards; Vada said the city is working with Henderson, North Las Vegas and Clark County on implementation, but local jurisdictions may adopt different requirements.
Commissioner Taylor moved to approve the general-plan amendment amending and incorporating a supplemental heat mitigation plan to the conservation element of the 2050 master plan; the motion carried. The amendment will move to City Council on July 15 for final action.
