St. Charles council approves multiple salary and fund-transfer resolutions; one abstention

The St. Charles City Council on July 10 approved a package of personnel and fund-transfer resolutions and took several routine financial actions, including authorizing payment for a sewer‑mapping website.
Council approved Resolution 7A‑2023 setting salaries for library employees and Resolution 7B‑2023 setting salaries for elected officials and city employees. The roll‑call vote on 7B recorded one abstention: Councilmember Dan Kozak abstained; the other members voted in favor. The council also approved Resolution 7C‑2023 to transfer sewer funds to a sinking fund, Resolution 7D‑2023 to transfer funds into the fire department savings account, and Resolution 7E‑2023 to transfer emergency funds.
Earlier in the meeting the council approved the June treasurer and FY23 year‑end budget reports and voted to pay the July bills. Separately, on a motion by Tom Blomme seconded by Dan Kozak the council approved payment for a sewer‑mapping website.
The meeting record shows routine voice votes for approvals of the agenda, minutes and warrants; roll‑call voting was used for the listed resolutions. The council did not take additional policy action on the personnel items beyond approving the resolutions.
The council adjourned at 8:51 p.m. The next regular meeting is scheduled for Aug. 7, 2023, at City Hall.
