St. Charles council approves wage and fund-transfer resolutions, OKs two liquor licenses

The St. Charles City Council approved multiple resolutions and event licenses at its July 8, 2024, meeting, advancing payroll and fund transfers and clearing permits for community events.

The council voted to adopt Resolution 7A (library employee wages) and Resolution 7B (wages for elected officials and city employees). It also approved several interfund transfers: Resolution 7C moved funds from Sewer to the Sewer Sinking Account; Resolution 7D transferred funds from Rescue to the Fire Department Savings account; and Resolution 7E transferred funds from the Emergency Account to the General Fund. Resolutions 7F and 7G authorized street closures for the Old Settlers event and RAGBRAI, respectively. All roll-call votes on the listed resolutions were unanimous among the four members present.

Council also approved a liquor license for the Madison County Chamber of Commerce for the Welcome Center and separately approved a temporary liquor license for Wine on Wheels tied to RAGBRAI; both motions passed by voice vote with unanimous support from members present.

Motions to approve the meeting agenda, prior minutes and the June treasurer and budget reports were all approved by voice vote. Council approved the July bills, including two that were submitted after packets were distributed.

The approvals set wages and moved budgeted funds between city accounts; the resolutions also authorized closures and permits that will allow the Old Settlers celebration and RAGBRAI-related activities to proceed in July. There was no recorded dissent. The council adjourned at 9:04 p.m. The next meeting is scheduled for Aug. 5, 2024, at City Hall.
