Register of Deeds, Land Information and Zoning staff report on compliance, staffing and permit trends

During department reports April 3, Marquette County staff provided updates on records, staffing, permitting and compliance.
Register of Deeds Nicole Ziebell reported on a vendor meeting with Fidlar that included price increases and discussed opportunities to generate revenue. She said software updates were completed to comply with Act 235 and that a county policy and procedure on Act 235 will go to Executive & Finance on April 7. Ziebell also said confidentiality agreements were sent to third-party vendors affected by Act 235.
Land Information Director Megan Stalker said she finished a job description for the Land Information Director position, has posted it publicly and has received some applications. Planning & Zoning Administrator Jean Potter told the committee zoning permit counts are up; sanitary permits were lower recently because of weather and road restrictions. Potter said rezone applications were higher in the first quarter and three additional rezone applications are expected next month; variances are also up.
Potter flagged pending state legislation that would allow backyard chickens in residential zoning and another proposal to allow raised garden beds without restriction, which she said could conflict with existing shoreland zoning rules. Potter said she and LWCD staff will meet with the Town of Springfield about UDC permitting and county involvement.
Zoning Technician Zach Hughes reported that staff are preparing sanitary maintenance notices for mailing, that a septic audit was completed and that the county met and exceeded expectations in that audit. He also said two homes burned on Lawrence Lake and staff are working with the homeowners to ensure compliance with ordinances and floodplain regulations.
The committee took no formal action on these reports.
