Property owners press county over loud music and barking-dog complaints; sheriff cites disorderly conduct ordinance

Joe and Linda Hamele told the Judicial & Public Safety Committee on May 6 that persistent loud music from a neighbor in Deer Ridge Estates has disrupted sleep and that the Town of Oxford advised them to bring the matter to the county.
Sheriff Joe Konrath said the county’s disorderly conduct ordinance (59.03) can apply to severe noise problems and that he has consulted District Attorney Cliff Burdon about the case. The committee discussed enforcement options and how the ordinance might be applied.
Separately, Eileen Powell reported that a neighbor’s nine dogs bark “all day every day.” Konrath said the Health Department has been involved because the property may exceed the county’s five-dog threshold and lack a kennel license, and that Deputy Lloyd has an open case related to Powell’s complaint.
The committee did not take formal enforcement action during the meeting; members noted the matter involves code enforcement, public-health review and possible criminal charges under the disorderly conduct ordinance if the conduct meets the legal standard.
