Marquette County Board approves change to Local Health Plan for 2025

The Marquette County Board of Supervisors approved a change to the county employee health insurance program for 2025, voting 11–6 to authorize the administrator to sign the ETF Existing Employer Option Resolution to join the Local Health Plan.
The change — adopted as Resolution 17-2024 and introduced by Supervisors Kathleen McGwin and Mary Walters — follows presentations to the board from Administrator Ron Barger and consultants from Cottingham & Butler describing comparative costs of the county’s current plan, Local Traditional Health options and a high-deductible alternative. The Executive & Finance Committee recommended the Local Health Plan option as the county’s budget could not sustain the current plan.
Resolution 17-2024 directs the County Administrator or an HR designee to sign Exhibit A to participate in ETF options including Coinsurance HMO and Standard PPO with and without dental (P06/P16), with the coverage to take effect Jan. 1, 2025. The roll-call result was recorded as Ayes 11; Noes 6.
During board discussion county highway employees and other staff voiced concerns about staffing impacts and recruitment tied to insurance changes; those remarks were part of committee-level reviews earlier in the year. Administrator Barger informed the board that details about deductibles, out-of-pocket limits and covered services had been presented by HR Manager Melanie Zuehls during committee meetings and that prescription and dental plans would not change under the adopted option.
The action is procedural authorization to join ETF plan options; specific employee contributions, final premium rates and benefit plan documents were to be finalized through the county’s HR office and ETF enrollment processes.
