The Sterling Board of Finance used part of its June 10 meeting to discuss how capital accounts should be configured and managed and to outline the budget-development timeline for the coming fiscal year. Members emphasized the need to develop plans for each capital account and proposed creating an ordinance that would require consultation with the Board of Finance before spending from those accounts.
Board members agreed the Board of Finance should carry initial responsibility for developing next year's budget and that the timeline must be synchronized with the Board of Education and the Board of Selectmen. The board will review a proposed timeline and finalize it at its July meeting.
On routine reports, the treasurer said that once outstanding purchase orders are closed after July, the treasurer will prepare requests to transfer funds from other accounts to cover any line items that are over budget. The revenue collector said the office will investigate contacting three local tax collection agencies to pursue back taxes. First Selectman Jack Joslyn also reported an emergency pump station repair costing $9,972 and asked staff to explore whether insurance might cover the repair; Sara Sleboda will follow up.
No formal ordinance was adopted at the meeting; the board's discussion produced direction to draft plans and return with proposed timelines and ordinance language for future consideration.
