Sterling Board of Finance approves five-year road resurfacing plan, directs Selectmen to solicit bids

The Sterling Board of Finance on June 10 accepted a five-year road resurfacing plan that lists Dixon Road, Hell Hollow Road, Newport Road and Snake Meadow Hill Road for work this year and set procurement in motion. The board voted 4-0 to direct the First Selectman to solicit bids and return to the board for further discussion of funding.
The plan presented by First Selectman Jack Joslyn estimates the four-road package at $513,925. Joslyn said available funds include $258,980 in TAR and $66,645 in LOCIP, for a combined $325,625, leaving a shortfall of $188,300. The town's Capital Road Account currently holds $500,000; applying $188,300 from that account would leave $311,700 available for the next fiscal year, Joslyn said.
Board member David Malo moved to accept the plan "as presented" and to have the Selectmen solicit bids; Peter Rabbitt seconded the motion, which passed on a 4-0 voice vote. Malo also requested adding a column to the resurfacing spreadsheet to show each road's projected lifespan to aid future planning.
The board did not adopt a final funding resolution at the meeting; members directed the Selectmen to solicit competitive bids and to return to the Board of Finance with bid results and a recommendation on how to apply capital funds. The next fiscal impact and final appropriation will be set after that additional review.
