Council convened a special meeting and heard from a franchise representative, Trent, who said a local composting operator closed operations and that participation at the transfer station had dropped sharply: “We went from year to date from 500 in 2025 to 80 this year.” Trent told council the program had generated roughly $2,000 in revenue during the study period but incurred about $5,000 in direct costs, meaning the line was being subsidized. He said most recent customers paid the station’s minimum charge and that commercial customers had largely moved to direct haul options.
Councilor Joel moved to retain the temporary rate for an additional six months to gather fall data; the motion was seconded by Councilor Rob and passed on a recorded vote. Councilors asked staff to route the item through the appropriate committee and to return with recommendations based on the fuller set of seasonal data.
The extension is intended to cover the busy leaf‑drop season so staff and the franchise can better evaluate whether the temporary fee should be adjusted permanently and how changes affect transfer‑station revenue balances and customer behavior.
