Planning, utilities and events: Dollar General certificate delayed; Parkertown Road line replaced; Pine Fest and parade set

Town staff told the White Pine Town Council on Sept. 3 that the Dollar General store will not yet receive its certificate of occupancy because required water and sewer lines have not been completed to the site.
The planning commission granted Quick Trip a sign variance; council members also discussed procedural changes to planning reviews, including a proposal to add a line on submitted plans so Fire Chief Derrick Layman can sign and confirm he has reviewed them. Mr. Woods asked staff to table Ordinance #12‑24 (which would expand the planning commission from seven to nine members) while staff and the fire chief flesh out alternatives that ensure Layman can review residential and commercial plans.
Public‑works staff reported a major repair on Parkertown Road after a contractor’s bypass damaged piping; roughly 60 feet of pipe was replaced. Pumping stations have been serviced, lead and copper testing has been performed, and a consent order manhole flow monitoring program has started. The wastewater lab will increase E. coli testing to five samples per week. A vac trailer is expected to arrive this week, and the street department is readying the leaf machine for the fall season.
Recreation staff said the recreation desk software is live, registrations are being accepted for youth basketball (ages five to six), tee ball and a spring soccer league. Pine Fest has 74 booths signed up and t‑shirt designs are in progress. The council set the Christmas parade for Dec. 7 with lineup at 5 p.m. and a 6 p.m. start.
The recorder reported auditors made an initial visit and will return in October for a full week; OPEB and year‑end reports are in progress. For unfinished business, Chief Cotter said the owners of the old hardware store are working on plans to make the building safe and agreed to clean up the front before Pine Fest. Mayor Taylor said he would contact the sheriff to ask whether inmate crews can help pick up roadside trash on Roy Messer Highway and Highway 25E.
