White Pine council adopts budget amendment, allocates ARPA funds and authorizes FEMA grant application

The Town of White Pine approved a set of budget and financing measures at meetings Nov. 5 and Dec. 3, 2024, including adoption of Ordinance #13-24 amending the 2024–25 fiscal year budget and adoption of resolutions to finance water and wastewater projects and to allocate ARPA funds.
Council members voted unanimously on the measures. Ordinance #13-24 passed on first reading at the Nov. 5 meeting and on second and final reading on Dec. 3, 2024. Resolution #24-8 (water facilities financing) and Resolution #24-9 (wastewater facilities financing) passed unanimously on Nov. 5; Resolution #24-10 to allocate ARPA funds passed unanimously on Dec. 3.
Also on Dec. 3 the council unanimously approved Resolution #24-11, authorizing the White Pine Volunteer Fire Department to apply for a FEMA Assistance to Firefighters Grant. The resolution directs the department to pursue the federal grant; it does not by itself commit local matching funds, which would be determined if an award is offered.
Separately, council approved personnel payments tied to these discussions. On Nov. 5 the council approved a $0.50 raise for several new employees (Steward, Ratliff, Bourne and Jarrett) at their six-month anniversary and voted to give all full-time employees a one-week Christmas bonus and volunteers a gift card. A motion to raise part‑time firemen from $17 to $18 an hour died for lack of a second; the council agreed to discuss that request at a December work session.
The meetings included routine fiscal motions: the Nov. 5 meeting approved minutes and a package of motions to sell outdated equipment (including a speed sign) and to pay bills; the Dec. 3 meeting repeated a motion to pay bills and closed out by adjourning. The minutes note some budget-coding errors (a full‑time officer previously coded as an auxiliary) that staff will correct with a journal entry.
What happens next: the town will schedule any required work sessions to consider personnel pay items and will proceed with administrative steps tied to ARPA allocations and any FEMA grant applications.
