Council approves YMCA modular 'pop-up' childcare site to address local childcare desert

The Las Vegas City Council voted July 1 to approve a site development plan amendment allowing the YMCA of Southern Nevada to install three single-story modular buildings and reconfigure parking at 2900 N. Torrey Pines Drive.
Jordan Smaggio, president and CEO of the YMCA of Southern Nevada, told the council the project targets a zip code identified by UNLV as one of Clark County’s worst childcare deserts and said federal, state and county funding and private donors are available to make the modular or "pop-up preschool" model sustainable. "What better way to start to solve our region's childcare crisis than through this innovative modular model," Smaggio said.
Planning staff recommended approval, noting the proposed development met Title 19 standards and was compatible with surrounding land uses; staff also offered to require an updated, more colorful exterior elevation if the council wished. Councilwoman Summers Armstrong, who toured a comparable modular installation, praised the approach and moved to approve the item.
The council approved the site-development plan review with conditions; the motion carried by voice vote. Staff indicated the applicant may update exterior color schemes before building permits are submitted if the council wishes such a requirement to be explicit in conditions.
The project is intended to expand early-childhood capacity in an underserved neighborhood and will return to permitting after site-plan conditions are satisfied.
