Commission reviews multiple land‑disturbance and enforcement concerns; requests follow‑up

At its May 14 meeting the Deep River Conservation and Inland Wetlands Commission discussed several site‑specific enforcement and land‑disturbance matters and directed staff follow‑up.

WEO Bruce Driska reported a complaint about activity at 53 Westbrook Road adjacent to the Radomski parcel. Driska said yard items were stored near a stream, small trees had been trimmed and a wood walking road was present. He asked resident Mike Gambardella to place wood chips and to establish or restore riparian buffer where necessary; Gambardella said the path is a walking path, not used by vehicles, and said he will add wood chips to allow the ground to settle.

Driska also flagged a potential blasting issue at 1H Sylvan Terrace, where a large rock sits at a proposed house location. He said that if blasting is required the applicant will be asked to provide a written professional opinion on whether blasting would impact inland wetlands. On 245 Kelsey Hill Road, clearing that was signed off by the WEO for a pole barn remains outside the 100‑foot wetland buffer, but members questioned whether the scale of activity might require a zoning permit and whether rock removal via blasting could magnify impacts beyond the original approval; no technical details were available at the meeting.

Members noted that plow disturbance at the Rusty Rail entrance has subsided and asked WEO staff to request that the entrance corner be returned to existing conditions. The commission also discussed parking along the road. Commissioners briefly reviewed the pending Canfield Woods ordinance and noted May 22 is "Warriors in the Community" day; it was not clear whether student volunteers would be available to assist in Canfield Woods.
