Votes at a glance: Council approves moratorium on smoke shops, several committee items, and technical motions

- Block vote on a large bundle of items (items 28–37, 39–69, 71–78, 80, 83, and 85 and many administrative items): clerk reported the roll as "14 ayes."
- Item 70 (separate vote called by Council member Nazarian): vote recorded 13 ayes, 1 no.
- Item 38 (called special): vote recorded 11 ayes, 3 nos.
- Item 79 (called special): recorded tally 11 ayes, 3 nos.
- Item 81 (taken as amended by 81a): passed on a roll call recorded as 13 ayes, 1 no.
- Item 82 (amendments taken up): passed on a roll call recorded as 13 ayes, 1 no.
- Item 84 (friendly amendment to seek a report back): passed, 14 ayes.
- Item 92 (move the Budget and Finance Committee report): passed, 14 ayes.
- Item 96 (moratorium and ICO on smoke-shop activity in Wilmington called special by Council member McCosker): passed, 14 ayes.
- Item 103 (separate vote): recorded 11 ayes, 3 nos; item passes as noted in the record.
Several items were held or continued for second reading where noted, including one ordinance that will return for a second reading on Aug. 4. The clerk also announced public ballot tabulation procedures and dates for business improvement district items (tabulation announced to occur publicly on Aug. 4). The roll-call tallies above reflect council-recorded results as read into the meeting record; the clerk provided amended tallies where members asked to change their recorded votes.
