The City Council publicly recognized an LAPD officer and a Good Samaritan on July 1 for actions that helped save a man shot during a World Cup watch party in Koreatown.
Council member Rodriguez described the incident and lauded Officer Helen Zhang for applying life-saving first aid after a bystander, Luis Romero, tackled the shooter and was shot in the leg. "Officer Zhang sprinted into action without missing a beat," Rodriguez said, crediting both the Good Samaritan and the officer for saving a life. The council played footage of the event and council members and family members thanked the officer in person.
In brief remarks included in the video, the officer described the urgency: "There was a lot of blood. Right away, I knew this man needed help right now," the officer said, describing how training kicked in to apply a tourniquet and stabilize the victim until further medical help arrived. Family members and the victim praised Zhang’s calm, effective response. The council presented commendations and expressed gratitude for the officer’s steadiness and training.
Council members said the recognition was intended both to honor the individuals involved and to underscore the role of first responders and community members in emergency situations. The council did not take legislative action related to the incident; the recognition was ceremonial.
