The Palm Coast Code Enforcement Board on July 1 extended to 30 days the compliance deadline for a home at 5 Etnaway after city staff told the board the property owners had obtained a building permit on June 26 that addresses a prior "no permit" violation but leaves the home without a certificate of occupancy (CO).
Code Officer Paterno opened the case and entered the city's composite evidence and photographs, describing the notice history and previous inspections. Lewis Mendes and the city building official told the board the owners had recently obtained a permit but had not completed the work required to receive a CO; staff clarified that no temporary CO had been issued and that some site items (notably driveway work) remain outstanding. The building official said inspectors cannot issue a temporary CO without review and recommended 30 days be allowed to finish permit corrections.
Board members voted unanimously to accept the city's recommendation to extend the compliance period from three days to 30 days. Staff said that if the work is not completed the city could seek a judicial order to vacate the home, though inspectors characterized the current interior violations as not life-safety related and said they considered the house safe to occupy pending completion of the listed corrections.
Respondent Kathleen Peterson Jones identified herself for the record after the vote. The board's action preserves staff's ability to reinspect after the extended period and to pursue fines or other legal remedies if the permit is not completed.
