Bolton PZC staff reports note Brownfield rules, HB 5002 alternatives and transportation safety planning

At the Sept. 10 meeting, Patrice Carson, consulting director of community development, summarized staff activity and regional engagement that inform Bolton's planning work. She said she attended a CRCOG Planning and Development Forum on Brownfield cleanup regulations and a statewide meeting of councils of governments that discussed alternatives to House Bill 5002; she said at the latter she voiced support for greater utility investment to enable development in small towns. "Brownfield" was clarified on request as referring to contaminated commercial sites requiring remediation, Carson said.
Carson said staff also participated in AdvancedCT Partners discussions and a CRCOG regional transportation safety plan meeting with the Town Administrator, First Selectman and Public Works Director. She said she will distribute a draft 2026 PZC meeting schedule and that staff continue to handle lot-line reconfiguration questions and ongoing work on Connecticut’s Countryside.
The updates were presented to inform the commission’s regulation drafting; no formal action was taken on the regional matters during the meeting.
