Staff reports: ARPA-funded parcel mapping project and Dollar General compliance reviewed

Michael D'Amato, Bolton's zoning enforcement officer, reported that the Capitol Region Council of Governments (CRCOG) received state ARPA funding to help towns standardize the parcel layer used in the regional Geographic Information System (GIS). D'Amato said he and Patrice Carson are working with CRCOG and a vendor to analyze Bolton’s parcel map (last updated in 2016) with a goal of delivering an updated map by the end of the year and establishing a maintenance contract to keep parcels current; Carson added that tax‑map digitization is expected to be part of that maintenance work.
James Cropley asked whether Dollar General had removed dead plantings to meet the conditions for bond release; D'Amato said staff decided to give the company another growing season to distinguish dormant plants from required plantings and that it appears Dollar General has not sought bond release because the property remains out of compliance. Residents have requested a screening barrier to reduce the elevated view of the property.
Carson also noted an application for a house within 50 feet of the lake may come before the commission in July if approved by the Inland Wetlands Commission; the property is on the same street as two earlier applications referenced at the prior meeting.
No formal enforcement action or permit decisions were made at the June 11 meeting; staff will continue inspections and follow up with the property owner and the commission when applications are filed.
