Presque Isle council conditionally approves lodging license, renews marijuana permit and approves $1.03 million in warrants

City Manager Sonia told the council Martin’s application was complete but the required inspections had not yet been scheduled. "Without the inspections, we are not able to recommend that we approve that you approve this application," she said. The council conditionally approved the license with the caveat that the code office complete inspections to its satisfaction; if the inspections meet criteria the license will be granted administratively when staff confirms compliance.
Council also approved the renewal for Joseph Palki / JPCN Enterprises LLC d/b/a Star City Wellness at 694 Main Street; staff reported no issues and the motion passed unanimously. The consent agenda included minutes from June 3, 2026, warrants #20–22 totaling $1,028,943.17, and a road closure for the Elks Club Fourth of July celebration.
Appointments approved included Sharon Brown to the library board of trustees (term expiring Dec. 31, 2027), and three people to the Downtown Revitalization Committee: Virginia Joles, Craig Cormier and Candace Elliott. The council appointed Jay Lamoreaux to the Presque Isle Development Fund and the Airport Advisory Committee; that motion passed with one abstention (recorded as 6–0 with one abstention). Councilors did not record details that would change the administrative approvals announced at the meeting.
These actions were procedural and will be reflected in the city’s licensing records and board rosters; staff will finalize the conditional lodging license following completion of inspections.
