At the Jan. 28 Tega Cay City Council meeting the following formal actions were recorded:
• Minutes: Council voted unanimously to approve the Jan. 5, 2026 special meeting minutes (motion by Councilmember Heather Jones; second by Mayor Pro Tem Thomas S. Hyslip).
• Windjammer Shoreline Stabilization Project (Phase 2): Motion by Mayor Pro Tem Thomas S. Hyslip, seconded by Councilmember Brian D. Carter; council awarded the contract to Lake Wylie Dock Construction LLC in an amount not to exceed $90,000 and authorized the City Manager to issue the notice to proceed (unanimous).
• Lawn maintenance services bid: Councilmember Heather Jones moved to table consideration of awarding the bid so staff could further vet the three lowest bidders; the motion was seconded by Mayor Pro Tem Hyslip and approved unanimously.
• Private wells ordinance (Chapter 54, Article V): Councilmember Brian D. Carter moved to introduce and give first reading with an adjustment to section 54-26; Councilmember Heather Jones seconded and the motion passed unanimously (existing wells to be grandfathered; irrigation wells not affected).
• Executive session: Council voted unanimously to enter executive session at 7:37 p.m. for discussion of contractual and legal matters and voted unanimously to exit at 9:43 p.m.
All votes recorded in the meeting minutes were unanimous among the four councilmembers present: Mayor Carmen S. Miller, Mayor Pro Tem Thomas S. Hyslip, Councilmember Brian D. Carter and Councilmember Heather Jones.
