Carmen Miller sworn in as Tega Cay mayor; Thomas Hyslip elected mayor pro tempore

At a Jan. 5 special meeting, Tega Cay officials swore in Mayor Carmen Miller and two newly elected councilmembers, elected Thomas S. Hyslip as mayor pro tempore, approved the 2026 meeting schedule and other routine items, then adjourned.
Tega Cay officials held a special City Council meeting on Jan. 5, 2026, at the Philip T. Glennon Center. Mayor Chris Gray called the meeting to order at 6:30 p.m. and read attendees before the council proceeded to routine business and ceremonial oaths.
Chief Municipal Judge Kebra Simpson administered oaths of office for the newly elected officials. Carmen Miller was sworn in to serve as mayor for the term Jan. 5, 2026, through Jan. 5, 2030. Thomas S. Hyslip and Heather Jones were sworn in to serve as city councilmembers for the same term dates. The roster of officials and staff in attendance was read into the record at the start of the meeting.
Early on the agenda the council approved the minutes from the Dec. 15, 2025, regular meeting on a motion by Councilmember Scott G. Shirley, seconded by Councilmember Thomas S. Hyslip; the motion carried unanimously. After the oaths, Councilmember Heather Jones moved to nominate Councilmember Thomas S. Hyslip as mayor pro tempore; the motion was seconded by Mayor Carmen Miller and approved unanimously. Councilmember Hyslip then moved to approve the 2026 regular Council meeting schedule as presented; Councilmember Heather Jones seconded and the motion also passed unanimously.
During brief council comments, Hyslip thanked attendees for their support; Councilmember Heather Jones thanked outgoing and current colleagues and staff for their assistance; and Mayor Carmen Miller thanked residents for their trust and emphasized maintaining open lines of communication and public involvement during the next four years. With no further business, Hyslip moved to adjourn, a motion seconded by Jones; the meeting ended at 7:04 p.m.
The meeting record notes the presence of City Manager Charlie Funderburk and a full complement of department directors and public safety chiefs, and that Councilmember Brian D. Carter was absent. No ordinances, resolutions, contracts, or contested votes were presented at this special meeting.
