Sponsor Alderman Aldridge said the substitute reconciles more than a dozen ordinances into a single, clearer set of rules covering vendor permits, permitted vending districts, health‑department coordination and enforcement. The committee adopted a correction to restore the specific downtown‑west vending district boundary (Olive between North 23rd and Jefferson) and reinstated language protecting vending arrangements near the Cardinals’ venue at the team’s request.
The substitute also gives the city’s street department clearer authority to revoke vending permits for persistent violations in a specific zone. Supporters said the change clarifies enforcement tools and protects street vendors’ ability to work while giving neighborhoods a path to flag problem locations.
The committee voted to pass the committee substitute with a due‑pass recommendation to the full board.
